  Introduction to Mandates 

  Major Mandates of the Department of Commerce of Jilin Province 

  (I) To implement and carry out developing strategy and policy on domestic trade and international economic cooperation; to draft regional regulations and drafts for domestic and abroad trade, foreign aids, overseas investments and foreign economic cooperation, and to intend relevant implementation detailed rules, make research on economic globalization, foreign economic cooperation, developing trends of modern ways of circulation, reformation of circulation system and propose suggestions. 

  (II) To be responsible for industry structure adjustments of circulation, to guide reform of circulation enterprise, business development of commercial, trade and service industry and community, to put forward political suggestions on promoting small and medium-sized enterprises development, to push the development of circulation standardization , chains , franchises, logistics, E-commerce and other modern circulation means. 

  () To undertake the responsibility of taking the lead in coordinating the work of adjusting and regulate market economic order, to implement and carry out the policy of the operation of market and circulation order, to push the construction of credibility in business areas, to give guidance for business credible sales, to establish public service platform of market integrity, according to relevant national regulations on supervision and management of special circulation industry. 

  () To work out development plan of trade, to promote urban and rural market development, to make research on proposing policies that leading domestic and overseas funds to the construction of market hierarchy, to guide the wholesale market plan of staple commodity, the plan of urban business network and the building of business system, to advance the market system building, to organize network project of rural modern circulation. 

  () To carry out national regulations of import and export commodities and processing trades, catalogue of import and export management commodities and technologies, and policies and measures of promoting the transformation of ways of foreign trades growth, to organize to carry out  major industrial goods, raw materials and major agricultural products import and export aggregate plan, together with relevant departments coordinate the trade of staple import and export commodity, to give guidance of trade promotion activities and foreign trade promotion system construction. 

  (V) To bear the responsibility of organizing and implementing major consumption goods market adjustment and key production materials circulation management, to be responsible for establishing and improving emergency management mechanism of living necessities market supply, to monitor and analysis the situation of market operation and commodity supplies and demands, to investigate and analysis the information of commodity prices, to predict and warn and information guidance, to be responsible for the work of restore management and market regulation of important consumed goods by division, and to supervise and manage the circulation of refined oil by relevant regulations. 

  () To carry out trade policy on national trade in technology, export controls and to encourage technology and equipment imports and exports, to push the standardization work of import and export trade, and to supervise the introduction of technology, equipment imports and state restrictions on the export of technology according to the law. 

  () To carry out the developing plan of state service trade and the relevant work, along with relevant departments to establish the development plan and policy of promoting service exports and service outsourcing, and carry out and promote the platform construction of service outsourcing. 

  () To carry out state multilateral, bilateral trade and economic cooperation policy; on behalf of provincial government, to participate activities held by international economic and trade organizations, to attend multilateral, bilateral trade negotiations, international service trade negotiations and international economic and trade clauses, agreement negotiation and signature. 

  (X) To be responsible for organizing and coordinating whole provincial anti-dumping, anti-subsidy and guarantee measures and other relevant work on equity trade of import and export, to establish fair trade pre-warning mechanism and organize industry damage investigation; to guide the coordination of response of suits and relevant work of anti-dumping, anti-subsidy and guarantee measures for the exported goods. 

  () To be responsible for foreign economic cooperation, to draft and put into effect the policy of foreign economic cooperation, to manage and supervise the outsourcing project, foreign labor cooperation, etc., to carry out the national citizens outbound employment management policy, to be responsible for protecting the rights and interests of employees aboard, to draw up the manage ways and specific policy of foreign investment, to approve the open to the outside for attracting investment (except for financial enterprises). 

  () To be responsible for the work of foreign aids, to carry out national foreign aid policy and project, to push forward the reform of foreign aid ways, to declare, supervise, and manage national aids programs and organize, manage developing cooperation business, especially funds send by China. 

  (XIII) To draw up national economic development planning, policy and measures with neighboring countries, to give guidance for managing small-scale trade on the border of Russia and North Korea and counter-trade, to be responsible for the organization and connection of multi-lateral and bilateral economic and trade meetings with Russia, North Korea, and Northeast Asia, to the examination and approval in accordance with the law and management of border trade license and key commodities franchise. 

  (XIV) To carry out state or region foreign trade policy; to manage economic and trade activities with no diplomatic relations countries, to be responsible for the permitting business with business representatives agency from foreign and Hong Kong SAR, Macao SAR and the Taiwan region, to be responsible for the business contact with the division (office) in China embassy abroad, and contact with official business institutions of foreign countries. 

  (XV) To be responsible for instruct the construction of information network and E-governance in the fields of provincial circulation, to draw up relevant policy, measures of applying E-commerce to explore domestic and aboard market; to organize and guide relevant exhibitions. 

  (XVI) To be responsible for coordinating the work of ports in Jilin Province. 

  (XVII) To be responsible for undertaking other tasks assigned by the provincial government. 

  Other matters 

  IDivision of duties of the Provincial Department of Commerce and the Provincial Development and Reform Commission 

  1. Import and Export Management of Important Commodities. The Provincial Development and Reform Commission is responsible for compiling import and export total plan of important industrial products, raw materials and important agricultural products, while the Provincial Department of Commerce is in charge of organizing the implementation of the total plan which is compiled by the Provincial Development and Reform Commission. The Provincial Development and Reform Commission and the Provincial Department of Commerce should jointly distribute the grain, cotton and coal, and also coordinate relevant policies. 

  2. Management of Foreign Investment. In accordance with the national “Guidance Directory of Foreign Investment Industry”, the Provincial Development and Reform Commission and the Provincial Department of Commerce should together draft the Guidance Directory of Jilin Province Foreign Investment Industry, and publish it jointly.  

  3. Management of Overseas Investment. The Provincial Development and Reform Commission should review and approval the major overseas investment projects of resources, such as crude oil and mine exploitation, as well as the large amount of foreign exchange overseas investment projects. Enterprises that want to set up foreign business (except for the financial enterprises), should be approved by the Provincial Department of Commerce. 

  IIDivision of duties of the Provincial Department of Commerce and the Provincial Economic Committee. 

  In accordance with the real need of producing the ethanol gasoline and popularizing the work in Jilin Province, the Provincial Economic Committee should be responsible for supervision and administration of refined-oil transfer, and then the Provincial Department of Commerce should be in charge of it when conditions are mature.  

  IIILeading group office of rectifying and regulating the order of market economy is set up in the Provincial Department of Commerce, and the Provincial Department of Commerce should lead the group for daily work. 

  Mandates of Divisions and Offices 

  1. OFFICE 

  To be responsible for some daily government affairs, such as message operation, meeting organization, government information, and inspection and supervision; besides, for managing the administrative affairs work of the Institution; for receiving letters and visits of the masses. 

  2. DIVISION OF HUMAN RESOURCES 

  To be responsible for organizational establishment, cadre and personnel management, labor wages, social security and selection of diplomatic staff of the Institution and subordinate units; for guiding educational training work of the whole provincial commerce system workers. 

  3. DIVISION OF GENERAL AFFFAIRS 

  (1)  To be responsible for drawing up the Provincial Commerce Development Plan and the Annual Regulation Plan. According to Jilin Province National Economy and Social Development Plan, and the Overall Plan Outline on National Commerce Development, Division of General Affairs should formulate the Provincial Commerce Development Medium and Long Term Plan, and do a good job in organization and implementation of the plan, besides, pay much attention to the implementation of target responsibility.  

  (2) Division of General Affairs should carry out the target responsibility system management of the provincial commerce annual work. In accordance with performance appraisal implementation measures of the provincial government, Division of General Affairs should draw up implementation opinions of the provincial commerce work target responsibility system, make the development goals clear, distribute tasks, implement responsibility, enhance measures and appraisal them strictly.  

  (3) Division of General Affairs should be responsible for traffic control and monitoring analysis of the commerce. Besides, it should complete the traffic control of commercial operation coordination, and enhance vertical scheduling and horizontal linkage, as well as master commercial operation situation timely. In addition, Division of General Affairs should hold scheduling meetings on implementation situation of the commercial work target responsibility system regularly, analyze situation seriously, and come up with solutions and suggestions for the purpose of providing quality service for the leadership decisions. 

  (4) Division of General Affairs should conduct commerce research and policy study. In accordance with international and domestic economic development situation, and centering on the key points and difficult problems of commercial operation, Division of General Affairs should do a good job in research work, including researching new situations, concluding new experiment and coming up with new measures. Besides, Division of General Affairs should strengthen policy research, and national macro policy guidance, so as to timely come up with measures which can guide the provincial commercial development policy.  

  (5) Division of General Affairs should be responsible for character work of general affairs. To complete report materials on the Ministry of Commerce, the Provincial Party Committee and the Provincial Government seriously, besides, to complete material drafting work on the provincial commerce meetings and some other relevant important meetings. 

  (6) Division of General Affairs should be responsible for commerce comprehensive statistics and information publication. Division of General Affairs should strengthen the connections of foreign trade, foreign economy and domestic trade, do well in data comprehensive statistics and analysis, reflect commercial operation characteristics correctly, research commercial operation trend, and come up with work measures. 

  (7) Division of General Affairs should develop commerce external publicity work. It should also strengthen connections with Medias, establish close work connections and coordination mechanism, and enhance the external publicity, with center of the provincial commerce center tasks, and major economic and trade activities, in order to create beneficial public opinion environment and atmosphere for the provincial commercial development.  

  4. FINANCIAL DIVISION 

  The Financial Division should implement national finance and taxation policies in favor of commercial development, and participate in drafting various policies, including taxation finance, insurance and foreign exchange in favor of commercial development; should be responsible for the management, use and supervision of business capital, and special fund for the Provincial Department of Commerce centralized work; should be in charge of Institution administrative fund management, and compilation and report of budget and final accounts; besides, should undertake the internal auditing work. 

  5. DIVISION OF LAWS AND REGULATIONS 

  (1) Division of Laws and Regulations should be responsible for work assigned by the Treaty and Laws Department of the Ministry of Commerce, Fair Trade Bureau, Bureau of Industry Injury Investigation, World Trade Department, Anti-monopoly Bureau, Department of Foreign Affairs, Legislative Affairs Office of the Provincial Government, and the Provincial Foreign Affairs Office. 

  (2) Division of Laws and Regulations should cooperate with the Treaty and Laws Department to do the relevant legislative and policy research jointly in our province; and draw up the local laws and regulations in the whole province; they should review the major economic and trade associations of the whole department; should be in charge of popularizing laws; besides, should be responsible for administrative reconsideration and lawsuit work. 

  (3) Division of Laws and Regulations should guide and coordinate the responding and relevant work on anti-dumping, anti-subsidy and safeguard measures of our province exports abroad; should research and analyze situations on our province exports come across abroad trade barrier, and report the situation to the Ministry of Commerce timely; as well as should establish a supervision system on import and export trade friction in the whole province. 

  (4) To undertake industry injury investigations of cases involving our province in anti-dumping, countervailing and safeguard measures; to guide and coordinate the lawsuits of enterprises in our province in anti-dumping, countervailing and safeguard measures of imported goods; to establish the province's early warning mechanism for industry injury; and to guide and coordinate the task of industrial security of the whole province. 

  (5) To be responsible for the responses of the business system in the province after China's accession to the WTO; to organize propaganda and training for WTO rules and the related knowledge; and to organize the investigation and research on the major issues of our province related to WTO and put forward advice and suggestions. 

  (6) To assist the Ministry of Commerce to do a good job of anti-monopoly legislation and regular reports; to give assistance the Ministry of Commerce or follow the commission of the Ministry of Commerce to carry out supervision, investigation and reports on the monopolistic behaviors in the field of concentration of undertakings and foreign trade; to conduct supervision, investigation and reports on the concentration of undertakings in this region; and to help the Ministry of Commerce to make a good assessment and notification of the situation of market competition. 

  (7) To formulate as well as implement the working system of foreign affairs for the departmental institutions; and to bear the relevant work of foreign affairs. 

  (8) Other matters assigned by the leaders of the department. 

  6. OFFICE OF ADMINISTRATIVE REVIEW/APPROVAL 

  To be responsible for acceptance and approval of administrative approval matters involving domestic and foreign trade and management of economic cooperation with foreign countries in light of China's guidelines and policies as well as laws and regulations on domestic and foreign trade and international economic cooperation; to be responsible for organizing and coordinating the exploration, argumentation, audit and report of administrative approval matters; to be responsible for the issuance of relevant administrative licenses; to be responsible for the use and management of the special seal for administrative approval; to be responsible for administrative responding of administrative approval matters; and to be responsible for other administrative approval matters shouldered by commercial departments according to laws, rules and regulations. 

  7. THE MANDATES OF DIVISION OF MARKET ORDER (OFFICE OF CREDIT SUPERVISION AND MANAGEMENT) 

  (1) To lead the coordination of rectifying and standardizing market order in the province and propose suggestions on the implementation of rectifying and standardizing market order; and to establish and improve the relevant systems of early warning, supervision and assessment. 

  (2) To be responsible for boosting the long-term mechanism construction of rectifying and standardizing market order, undertaking coordination of law enforcement among departments and making a closer convergence between administrative law execution and criminal justice, and to construct and manage the reporting and complaint service network for market order. 

  (3)To launch special rectification together with relative departments as well as to participate and organize the struggle against the behaviors of disturbing the market order such as infringements of intellectual property rights and commercial fraud. 

  (4)To be responsible for advancing administrative law enforcement in commerce and trade, formulating, implementing and standardizing the relevant institutions of law enforcement and carrying out inspection of law enforcement. 

  (5)To guide competent commerce departments of cities and counties in standardizing market order and administrative law enforcement and its team. 

  (6)To bear the administrative law enforcement for alcohol circulation and the management of slaughtering live pigs. 

  (7)To organize, plan, guide, supervise and coordinate the construction of the province's social credit system. 

  (8)To propel the business credit construction and guide the commercial credit sales. 

  (9)To set up public service platforms for market integrity 

  (10)To push the credit guarantee for small and medium business enterprises as well as the credit insurance of domestic trade. 

  8. DIVISION OF MARKET SYSTEM BUILDING 

  To be responsible for organizing and drafting rules and policies which contribute to the construction of market system within the province and the development of urban and rural markets; to organize and formulate development plans of domestic trade, promote the standardization of various commodity markets as well as coordinate and direct the construction and development of domestic futures market; to guide the enactment of the planning of the wholesale market for staple products and the urban commercial network planning and put them into practice as well as to instruct the construction of community business; to enhance the infrastructure including agricultural markets and cold-chain logistics, improve the linkage between production and sales and the link between farmers and supermarkets, advance the construction of the rural market system and upgrade it and to cultivate and develop rural markets; to lay down the automobile circulation policies(including new cars and second-hand cars),supervise and administrate the circulation industry of vehicles based on the related regulations, give guidance to the administration of scraped cars and be responsible for updating old cars; to standardize the markets of automobile and building material; and to be in charge of the relevant work of agricultural machinery circulation. 

  9. DIVISION OF CIRCULATION DEVELOPMENT 

  To undertake the trade management of the commercial service industry (including catering industry and lodging industry)in the province, carry out the relevant national policies as well as organize and promote the industry standards; to drive the reform of the circulation system and the development of the modern distribution methods including chain operation, commercial franchise and logistics distribution; to guide the development of community commerce as well as the energy conservation and consumption reduction in the field of circulation; to implement the national policy of stimulating the development of small and medium business enterprises; and to organize the development of urban and rural markets and direct the recycling of renewable resource. 

  10. DIVISION OF MARKET OPERATION AND CONSUMPTION PROMOTION 

  (1) To supervise and examine the Department of Commerce’s implementation of party's lines, principles, policies and resolutions, the observation of national laws and regulations and the execution of the decisions and orders by the State Council, the provincial party committee and the provincial government. 

  (2) To supervise and inspect the maintenance of the political disciplines of the party, the implementation of democratic centralism, the selection and appointment of the cadres and the fulfillment of the responsibility system for building a clean and honest party and of building an honest and diligent government of the leading party group of the Department of Commerce, the administrative leadership and its staff. 

  (3) To preliminarily verify the violations of CPC party disciplines and government disciplines by the leading party group of the department, the administrative leadership and its staff approved by the Department of Supervision of the provincial commission for discipline inspection; to participate and investigate the cases of the violations of CPC party disciplines and government disciplines by the leading party group of the department, the administrative leadership and its staff; and to investigate the cases of the violations of CPC party disciplines and government disciplines by the departmental institutions and cadres at the division level of directly affiliated institutes as well as other important cases. 

  (4) To accept the accusation and impeach to the party organization in the office and its subordinate units; to accept the grievance of those party members in the office and its subordinate units and administrative supervising objects. 

  (5) To assist the office party organization and administrative leaders to organize and coordinate the establishment for integrity and anti-corruption in the office and its subordinate units. 

  (6) Cooperated with the mandate office of Department of Commerce, to undertake inspection on enforcement, and inspection on administrative efficiency. 

  (7) To organize and coordinate the office and its subordinate units to establish soft environment and administrative style of work. 

  (8) To undertake other things of discipline inspection organization. 

  11. DIVISION OF DRUG DISTRIBUTION MANAGEMENT 

  To undertake the mandate of the Department of Commerce of Jilin Province to administrate the whole province's drug distribution; to research and formulate the whole province's plans, policies, and relevant standards for the development of drug distribution; to promote the structural reform of drug distribution; to guide the reform for enterprises that engaged in drug distribution, and promote the development of modern drug distribution methods; to implement statistical system for the whole province's drug distribution; to guide relevant association to be self-discipline, and to undertake training and to establish credit system in drug distribution industry. 

  12. DIVISION OF FOREIGN TRADE DEVELOPMENT 

  (1) To implement the policies and regulations concerning the foreign trade.; to formulate the plan concerning the foreign trade for the whole province in middle and long term; to research on the policies of foreign trade for the whole province. As a lead, to formulate and resolve foreign trade targets, and following supervision. 

  (2) To be responsible for managing the statistics on the imports and exports data in the customs, and scheduling comprehensively and analyzing the operation of foreign trade for the whole province. 

     (3) To record, register and review the profiles of foreign trade runners, to verify and report the qualifications of the international freight forwarder, and to undertake management and provide service in later stage; to keep the order of imports and exports and to coordinate and guide the establishment of credit system of foreign trade.

  (4)To organize and manage the Jilin Province's stands in China Import and Export Fair. 

  (5) To coordinate and manage the exports base of foreign trade comprehensively for the whole province. 

  (6) To promote the strategy of winning by quality, and to be responsible for the brand building for export goods in the whole province. 

  (7)Taking the lead to explore global market and coordinate the establishment of marketing network abroad, and to emphasize on the exploration of America market. 

  (8)To contact the Department of Foreign Trade of the Ministry of Commerce, relevant chambers of commerce, the Changchun office of the China Export & Credit Insurance Corporation, and other relevant institutions. 

  (9) To implement other relevant work of the leaders of the department. 

  13. DIVISION OF TRADE WITH DPRK AND RUSSIA 

  (1) To implement the China's foreign trade policies for Russia, DPRK, ROK, Japan, Mongolia and other countries; to formulate the Jilin Province's plans, policies and methods for the foreign trade development with above countries, and emphasize on exploring markets with Russia and DPRK as key points; to coordinate the bilateral and multilateral business relations between Jilin Province and the above countries' government.  

  (2) To have comprehensive survey on the trade and business between Jilin Province and Russia and DPRK; to supervise and analyze the trade and business and find out the existing problems; to propose plans and method for promoting the trade between Jilin Province and Russia and DPRK. 

  (3) To guide the enterprises in Jilin Province to explore trade market with Russia, DPRK, ROK, Japan, and Mongolia; to organize enterprises to participate trade exhibition and business activities in above countries or in China, and to promote the business scales of imports and exports between Jilin Province and above countries; to cooperate with relevant departments to develop business with above countries. 

  (4) To implement China's border trade policies; to analyze and research the current situation of foreign trade of China's and Jilin Province's borders; to summarize experience and formulate methods to guide, manage, and promote border small-volume trade with Russia and DPRK, and carry out work for the exchange market on the frontier; to promote the enterprises in Jilin Province, adopting the method of compensation trade, to trade with Russia and DPRK for exploring the forestry resource and mineral resource; to apply for the exports quotations for border trade and undertake the second allocation; to administrate the order of border trade, and to cooperate with customs, frontier defenses, ports, inspection and guarantee department, office of foreign affairs and other relevant offices or departments to improve the border trade environment of Jilin Province.  

  (5) To contact the Department of European Affairs, Department of Asian Affairs, Department of Foreign Trade and other relevant departments of the Ministry of Commerce; to contact the Economic and Commercial Counselor's Office of the Chinese Embassy in Russia, DPRK, ROK, Japan and Mongolia, and to develop relevant work. 

  (6) To implement other relevant work of the leaders of the department. 

  14. DIVISION OF INDUSTRIAL PRODUCTS IMPORTS AND EXPORTS 

  (1) To implement China's trade policies for doing business with European and American countries and regions; to pay attention to the business trends of China and European countries, and China and American countries; to research and put forward methods to formulate plans, methods and suggestions concerning doing business with the countries in above regions; and to promote the trades and cooperation between Jilin Province and countries in these regions. 

  (2) To research comprehensively the economy and finance of relevant countries and regions; to investigate and analyze the situation of bilateral trade; to coordinate the bilateral and multilateral business relationships with relevant countries' and regions' government; to implement regional business cooperation of the Shanghai Cooperation Organization that involving Jilin Province. 

  (3) To implement diversified market strategies for European and American countries and regions, organize and coordinate trade exchanges for Jilin Province with these countries and regions, and promote imports and exports with these countries and regions. 

  (4)To contact the Department of European Affairs, Department of America and Oceania Affairs, and Department of Foreign Trade of Ministry of Commerce, and undertake business and tasks concerning the imports and exports business; to contact the Economic and Commercial Counselor's Office of the Chinese Embassy in European and American countries and these countries' embassy in China and to develop business and trade. 

  (5) To implement national regulations of import and export commodities, the product catalogue for import and export as well as quota bidding policies on import and export commodities; to report, distribute and organize to enforce quota plans for industrial products in the whole province (except electromechanical products), wood as well as wooden products; administer relevant quotas and licenses; to track and study the development of key industries within its scope of mandates and duties and put forward measures and suggestions to promote the import and export of products in these industries; 

  (6) To carry out national and provincial policies on trade with Russia as well                   as border trade policies and be responsible for the administration, guidance, coordination and service for provincial trade with Russia (including petty trade in the border area and barter trade between border inhabitants); to coordinate relevant departments to solve import and export problems in trade with Russia; to examine and approve the management rights of Russian trade companies; to allocate and administer import and export quotas of Russian border trade. To deal with daily work of the Office of the Leading Group for Economic and Trade Cooperation with Russia; 

  (7) To undertake, organize and participate in “Standing Working Group Meeting for Border Local Economic and Trade Cooperation between Russia and China”, “Committee Meeting for Border Local Economic and Trade Cooperation and Coordination between Russia and China” and “Mixed Working Group Meeting between Russia’s Primorsky Krai and Jilin province”; 

  (8) To direct and manage the representative organizations of Jilin Province (including representative organizations of trading enterprises) in European and American countries (regions), and contact European and American business organizations in Jilin Province;  

  (9) To examine and approve documents concerning overseas missions in European and American countries (regions); to collect summary reports of delegations to European and American countries and conduct overall analyses of the reports; 

  (10) To collect information to understand the location, area, population, language, climate, religion, political parties, administrative divisions, natural resources, economic development, emergencies of the countries (regions) of its responsibility as well as their exchanges with China and Jilin Province and establish information databases;    

  (11) To coordinate the promotion of investment and the development of international economic cooperation in the whole province and positively provide information about the countries (regions) of its responsibility; 

  (12) To undertake other assignments given by the leaders of the Department. 

  15. DIVISION OF AGRICULTURAL PRODUCTS IMPORTS AND EXPORTS 

  (1) To implement national policies on economy and trade with Asian and African countries; to study and propose plans, measures and suggestions on  promoting economic and trade cooperation with Asian and African countries; to promote economic and trade cooperation between Jilin Province and Asian and African countries;  

  (2) To take charge of conducting comprehensive research on the economy and trade of the countries (regions) of its responsibility; to monitor and analyze the operation of bilateral economy and trade; to coordinate bilateral and multilateral economic and trade relations between national governments in the area and Jilin Province;    

  (3) To implement the strategy of market diversification in Asian and African countries; to organize and coordinate economic and trade exchanges between countries in the area and Jilin Province; to promote the international trade development of Jilin Province in the area.  

     (4) To collect information to understand the location, area, population, language, climate, religion, political parties, administrative divisions, natural resources, economic development, emergencies of the countries (regions) of its responsibility as well as their exchanges with China and Jilin Province, and establish information databases; 

  (5) To coordinate the promotion of investment and the development of international economic cooperation and positively provide information about the countries (regions) of its responsibility;  

  (6) To be in charge of trade relations with Chinese embassies and consulates in Asian and African countries and their embassies and consulates in China. 

  (7) To manage, coordinate and direct representative organizations of Jilin Province in Asian and African countries; to establish business relations with Asian and African commercial organizations as well as business institutions in China or in Jilin Province; 

  (8) To organize enterprises to participate in trade expositions and other trade activity held by China or Jilin Province in Asian and African countries or held by Asian and African countries in China; 

  (9) To examine and approve documents concerning overseas missions in European and American countries (regions); to collect the summary reports of delegations to European and American countries and conduct comprehensive analyses;  

  (10) To study and formulate the strategy of exporting agricultural products of Jilin Province and strengthen efforts on the export of agricultural products; to be responsible for the overall work of the export of agricultural products; 

  (11) To provide macro-guidance to the import and export work of bureaus of foreign trade at municipal or county(district) level; to promote the scale and base development of agricultural product export in county areas. 

  (12) To lead the declaration, secondary allocation and tracking management of quotas according to the national product catalogue for import and export; to be responsible for the issuance of import and export licenses;   

  (13) To lead the management of import and export bidding in the whole province (except the import quota of electromechanical products); 

  (14) To take charge of the liaison with China Chamber of Commerce of Foodstuffs and Native Produce and China Chamber of Commerce of Metals, Minerals and Chemical Importers and Exporters;  

  (15) To undertake other work assigned by the leaders of the Department. 

  16. DIVISION OF ELECTROMECHANICAL PRODUCTS IMPORTS AND EXPORTS 

  To draft and implement mid-term and long-term plans as well as annual guidance plans for electromechanical products in the whole province; to implement national measures and policies on the import and export of electromechanical products, the export of complete sets of equipment and the processing trade; to promote the building of the export production system for electromechanical products; to conduct statistical analyses of the import and export of electromechanical products; to formulate and organize to implement management regulations and bidding rules of the import of electromechanical products and complete sets of equipment.  

  17. DIVISION OF HI-TECH PRODUCTS IMPORTS AND EXPORTS 

  To carry out incentive policies and support policies for national technology trade and service trade; To formulate and implement provincial development plan and annual guidance plan for technology trade and service trade; To manage the imports and exports of technology and high-tech products; To carry out national import and export control policy and be responsible for the management of import and export control items; To carry out the policies and measures related to the strategy of rejuvenating trade through science and technology so as to advance the strategy; To organize and implement the scientific and technological development work in business system of our province; To guide and promote the import and export work of service outsourcing products of Jilin Province; To be responsible for statistical analysis in the field of the technology import and export and service trade. 

  18. DIVISION OF SERVICE TRADE 

  To carry out national technology trade policies; To take the lead in formulating development plans and policies for service trade and implement related work; To formulate and implement plans and policies in terms of promoting service export and service outsourcing in collaboration with related departments and advance the construction of service outsourcing platform; To undertake the work in terms of service trade promotion, technology import and export management and the statistical work of service trade and service outsourcing. 

  19. DIVISION OF CONFERENCE AND EXHIBITION AFFAIRS 

  To participate in drawing up the overall plan of China Jilin-Northeast Asia Investment and Trade Expo and the plans of other important exhibitions in Jilin Province;  

  To be responsible for the organization and comprehensive coordination of important meetings which attract investment of important exhibitions in Jilin Province;  

  To guide and coordinate the work of inviting international investment and exhibitions among different areas in Jilin Province.  

  20. JILIN PROVINCE OFFICE OF BORDER CROSSING ADMINISTRATION  

  Jilin Province Office of Border Crossing Administration is a functional section of provincial government, with one director and three staff members. Its main mandates are: to be responsible for planning and examination of application of open ports in Jilin Province; to coordinate important issues in the work of ports; to examine the investment plan and the construction of supporting facilities of ports in collaboration with related departments; to implement the infrastructure construction of new open ports and the transformation of old ports; to coordinate relative work of ports in Jilin Province. 

  21. DIVISION OF FOREIGN INVESTMENT AND ECONOMIC COOPERATION  

  To formulate policies and regulations on foreign economic cooperation of Jilin Province;  

  To manage foreign cooperation business including foreign contracted projects, labor service cooperation and design consultation; 

  To be responsible for the establishment of enterprises (except financial enterprises) as foreign investment of enterprises of Jilin Province and the annual inspection of overseas enterprises; 

  To be responsible for the application, supervision and administration of qualifications of foreign economic cooperation enterprises; 

  To be responsible for direct foreign investment statistics of Jilin Province.  

  22. DIVISION OF OVERSEAS EMPLOYMENT ADMINISTRATION  

  To formulate development plan and implement policies and measures of foreign labor service cooperation (including overseas employment) in Jilin Province; To verify the qualification of foreign labor service cooperation enterprises and the alteration and annual examination; To manage and supervise foreign labor service cooperation business; To handle labor disputes and emergencies in the range of labor service cooperation projects; To be responsible for monitored operation and statistical analysis of foreign labor service cooperation in Jilin Province. 

  23. DIVISION OF INTERNATIONAL ECONOMIC AIDS 

  To be responsible for foreign aid operations of Jilin Province; To implement policies and plans of national foreign aid; To advance reform of foreign aid pattern; To be responsible for the declaration, supervision, management and implementation of national foreign aid projects undertook by Jilin Province; To manage multilateral free aid and grants to Jilin Province (except grants from foreign governments and international financial organizations in financial cooperation projects) and other cooperation business. 

  24. DIVISION OF E-COMMERCE AND INFORMATION TECHNOLOGY  

  To formulate and implement plans and regulations on domestic and international trade, international economic cooperation, informationization of foreign investment in Jilin Province; To formulate policies and measures related to the enlargement of domestic and international market by e-commerce; To be responsible for the construction of electronic information network of early warning system for import and export trade, market operation and monitoring system for commodity supply and demand; To be responsible for the management of e-government and websites. 

  25. DIVISION OF FOREIGN AFFAIRS 

  To take the lead in early connection work of utilization of foreign investment and foreign trade activities; To be responsible for the invitation of international investments, exhibitions and foreign merchants; To enlarge invitation and liaison channels of important exhibitions and economic and trade fairs. 

  26. DIVISION OF RETIRED VETERANS’ AFFAIRS 

  To offer management service to retired veterans of departmental institutions; to guide management service of retirees from directly affiliated institutions.   

  27. INSTITUTIONAL PARTY COMMITTEE 

  To be responsible for party-mass work of departmental institutions and directly affiliated institutions. 

  28. OFFICE OF DISCIPLINARY INSPECTION (SUPERVISION OFFICE) 

  I. To supervise and inspect in Department of Commerce system the implement of CPC party guidelines and policies, state laws and regulations, resolutions and commands of State Council, Provincial Party Committee and Provincial Government. 

  II. To supervise and inspect the implement of the Party's political discipline, democratic centralism, the selection and appointment of cadres, the accountability of an honest and clean government, the service construction of administrative leadership and its members in Department of Commerce. 

  III. To make initial verification of violation instances of CPC Party disciplines and government disciplines among departmental Party organization and its leadership with approval of Provincial Department of Disciplinary Inspection; To take part in investigate violation instances of CPC Party disciplines and government disciplines among departmental Party organization and its leadership; To investigate violation instances of CPC Party disciplines and government disciplines among division directors in departmental institutions and directly affiliated institutions.  

  IV. To accept accusations and impeachments toward Party organizations, party members and administrative supervision targets of departmental institutions and directly affiliated institutions; to accept complaints of punishment of party members and administrative supervision targets from departmental institutions and directly affiliated institutions. 

  V. To assist the Party organization and administrative leadership with the work in the construction of an honest and clean government and anti-corruption. 

  VI. To carry out law enforcement supervision and administrative efficiency supervision, together with sectors of Department of Commerce, according to the arrangement of Ministry of Commerce and Provincial Department of Disciplinary Inspection. 

  VII. To organize and coordinate the construction of soft environment and administration of departmental institutions.  

  VIII. To undertake other tasks assigned by senior disciplinary and supervisory departments.
