Recently, thirty rural Taobao village-level service stations in Shuangyang District Changchun applied for the industrial and commercial registration and were registered as individually-owned business or e-business enterprise. With the completion of the transformation and upgrading of rural e-business service stations and the change from “rural steward” to e-business “novice entrepreneur”, the first batch of rural Taobao “10,000 Villages & 10,000 Enterprises” Program in the Province has been officially launched.
Rural Taobao “10,000 Villages & 10,000 Enterprises” Program is a pragmatic initiative launched by Alibaba Group in 2017 for the purpose of deepening the rural e-business strategy, aimed at upgrading the village-level e-business service stations to legitimate commercial entities, incubating small and micro enterprises, developing and expanding e-business entities, strengthening the e-business in counties, and promoting e-business establishment and e-business anti-poverty activities.
In order to accelerate the development of rural e-business in the Province, develop and expand e-business entities and promote the growth and wealth acquisition of farmers, the Provincial Department of Commerce has cooperated with Alibaba Group to carry out in-depth cooperation and promote rural Taobao “10,000 Villages & 10,000 Enterprises” Program launched in Jilin. At present, 12 districts and counties throughout the province, including Zhenlai, Da’an, Shuangyang, Jiutai and Nong’an, etc. that have completed the construction of rural Taobao county-level operation centers, have initiated the first batch pilots of rural Taobao“10,000 Villages & 10,000 Enterprises” Program, and it is planned to achieve the full coverage in counties throughout the Province within three years. In the pilot districts and counties, the commerce departments in conjunction with the market supervision, taxation, local taxation, public security and other authorities as well as the township governments (sub-district offices) have opened the green channel for the rural Taobao service stations to apply for industrial and commercial business license and tax registration, with “one-stop” quality services provided for them. Up to now, there are 270 village-level service stations in the province having been upgraded to enterprises so as to provide better serves for the local villagers.
The Province’s comprehensive promotion of the rural Taobao “10,000 Villages & 10,000 Enterprises” Program will contribute to the reconstruction of agricultural product circulation system, upgrading of rural industrial structure, and growth and wealth acquisition of farmers, and promote the development of agricultural modernization.
